‘RHORI’: Who Is Kelsey Swanson’s Other Boyfriend? What We Know So Far
Kelsey Swanson’s unconventional relationship with a wealthy (but unnamed) man has taken the internet by storm following the first two episodes of The Real Housewives of Rhode Island. But in Episode 3, Kelsey continued to generate buzz when she introduced viewers to her other boyfriend, Billy L’Europa.
“It seems like the hot topic is who I’m dating, especially the other man that all these girls love to talk about,” Kelsey said on the show. “Ladies and gents, this is Bill.”
As Kelsey previously told Swooon, she and her boyfriend of 10 years have a “don’t ask, don’t tell policy.” However, as she pointed out on RHORI, “I do know that he’s not being loyal to me, and if you do it, why can’t I?”

How did Kelsey Swanson meet her other boyfriend?
Kelsey revealed that she’s known Billy since seventh grade. She said his mother used to pack her lunch in high school, so they go way back.
“My parents have always known [Billy], and every time she sees me she brings up Bill,” Kelsey shared. “My mom just wants me to be with somebody who will help me procreate.” Because Kelsey’s long-term boyfriend (who fans have speculated is John Caprio) already has two kids and is firm on not having more, she’s admittedly looking for someone to have a child with one day.
“I don’t want to sell myself short of being a mom one day and having kids,” Kelsey explained. When she asked Billy if he wanted kids, he said “eventually” he does and that he wouldn’t want “more than two.” Kelsey, meanwhile, would have “as many kids as needed” — as long as she has a nanny to help.

According to Billy’s Facebook profile, he attended the University of Rhode Island. While it’s unclear what he does for a living, Kelsey noted that he’s “very successful.”

However, she also pointed out that he “can’t offer me the life I’m living [now],” which includes not having to work and living in a 16,000 square-foot mansion.
Kelsey noted that Billy has “always known” that she’s in a relationship with someone else and admitted she’s “somewhat keeping him at arm’s length until I figure out where my relationship is going.”
What happened to Billy L’Europa’s dad?
In 2025, Billy’s dad, William L’Europa, was sentenced for tax evasion after previously being convicted for federal tax charges more than a decade earlier, according to the IRS. He pleaded guilty to the latest tax evasion charges, admitting that he failed to pay $1.3 million to the IRS.
He received a sentence of two years’ probation and was ordered to “pay $1,367,336.08 in restitution to the IRS for unpaid taxes, penalties, fees, and interest owed for the years 2007 through 2013.”
In 2012, William was convicted of conspiracy to defraud the United States and filing a false tax return. The conviction came after he and a business partner underpaid more than $500,000 in federal taxes. He was sentenced to 27 months in federal prison.
Six years after his release from prison, William told the IRS that he had little to no income, and the agency suspended collection efforts on the $500,000+ he owed. However, investigators later determined that he “manipulated business finances and records to conceal income and personal expenditures, including the purchase of a new motorcycle, the payment of a debt owed to the State of Rhode Island, and the down payment on a new truck for his wife.” This resulted in his tax debt increasing to more than $1.3 million. His evasion of payment resulted in the growth of his tax debt to $1,367,336.08.
